This is an unused J F Escoulen Ball and Socket Chuck.
It comes in original box and complete with the instruction leaflet. There is a video online showing the chuck in use.
As far as I can see it allows you to recentre the work to turn on a different plane (I'm no expert).
It's quite heavy!
